Sizes of pensions for victims of radiation and man-made disasters in 2019

The early retirement procedure today depends not only on reaching a certain one, although it is one of the main restrictions. Men and women who fall under the Chernobyl categories may qualify for early retirement benefits upon reaching:

But only those who have:

  1. The minimum number of insurance experience is 5 years.
  2. The size of the individual coefficient is not less than 30 points.

The absence of one of the minimum indicators does not allow reaching a well-deserved pension at the specified age.

Seniority

The work experience of Chernobyl liquidators allows them to apply individual calculations.

The retirement age can be reduced by:

  1. Five years if in 1986 the person worked for two weeks or more in a sanitization group or construction sites.
  2. Those who worked there in 1988 for at least 30 days will receive the same five years.
  3. Minus five years to the retirement age and its further reduction after a certain number of working years can be received by those working in the Chernobyl zone for five or more days from 07/01/1986 to 12/31/1986.
  4. Eight years will be taken away for those who worked during the whole of 1987 for two weeks or more in the specified territory. And the operating time of working years allows you to further reduce the period of retirement.
  5. Ten years working at the Chernobyl nuclear power plant until 07/01/1986, regardless of the total number of days spent there.

It will allow reducing the retirement age not only for liquidators, but also for ordinary people.

The lowering of the retirement age is directly affected by how many days or months a person has worked in the contaminated area. The first days after the explosion had the highest concentration of exposure, therefore, during this period, accounting is carried out in days, then the length of service increases to weeks.

The size of the Chernobyl pension

The size of Chernobyl pensions is determined at the state level and depends on the category of the recipient.

For 2018, the Chernobyl pension benefit will be:

  1. Those who have undergone diseases that have become the consequences of the liquidation of the accident, or who have received disability on the background of these diseases, are assigned 250% of the generally established.
  2. Those who live or work in the contaminated territories and have reached the established age limit are assigned a social allowance in the amount of two hundred times.
  3. If a Chernobyl pensioner or disabled person has dependents, 1,746 rubles 88 kopecks are added to the established allowance for each of them, but on condition that there are no more than three of them.
  4. Children whose one or both parents have died as a result of radiation exposure are paid a social pension multiplied by 250%. This amount is assigned to each minor separately.
  5. Family members who have lost loved one due to disability or radiation-related illness, it is supposed to accrue 125% of the official social benefit every month. It is important that such accrual is possible for both working and non-working citizens.

Pensions to Chernobyl victims have a fairly high multiplier, designed to compensate for the costs of necessary treatment and maintaining a decent standard of living for people who are unable to continue working.

Types of assigned pensions

The appointment of a pension benefit is possible according to several different criteria, and not just after reaching a certain age.

In the Russian Federation, I distinguish between the following types of Chernobyl pensions:

  1. Upon reaching the established age limit.
  2. For having a minimum work experience.
  3. By disability.
  4. Social.

At the same time, Chernobyl victims themselves can receive not only a certain social package, but also those payments that they have accumulated as a result of monthly insurance contributions. If there are individual pension savings they will also allow you to count on an increase in benefits, although this part can be collected at the same time upon application.

The age limits for retirement depend on how long and when the citizen has been in the contaminated area.

So for the population living there, the following reduction rates apply:

  1. Four years less, provided that the person lived or came to work in the affected area for two years.
  2. Minus ten years will be deducted for those who were evacuated from settlements located within a radius of 10 kilometers from the Chernobyl nuclear power plant.
  3. Eight years will be taken away from the population of the remaining settlements resettled in 1986.

Registration procedure

Pension accruals are made by the Pension Fund of the Russian Federation, therefore, for the accrual of Chernobyl benefits, you should also contact the nearest departments pension fund. The procedure itself is not much different from the accrual of social or insurance benefits.

Pension indexation

Pension benefits are indexed annually in April. 2018 is no exception. According to economic estimates, the indexation rate for 2017 is 2.6%. All pensions will increase by this percentage. Chernobyl residents will also be affected by this increase, because the social value is taken as the basis for calculating their pensions. An increase in the social pension will inevitably lead to an increase in specific amounts to the previously assigned benefits.

One of these social guarantees is the pension of the "Chernobyl victims" of Russia - Russian citizens in 2015 can leave this category ahead of schedule if they have a certain amount of work experience and reach a specific age.

Terms of appointment

Not only liquidators of the accident can receive such a pension, but also citizens who at the time of the explosion lived in the area around the Chernobyl nuclear power plant, the Ministry of Emergency Situations and volunteers.

One thing unites these citizens - they all suffered after the accident, their health has deteriorated irreparably. It was as compensation for the damage caused to health that the state appointed the payment of an early pension to such a category of persons.

The old-age pension for "Chernobyl victims" is assigned earlier than the average for the country - 60 and 55 years (men / women). The conditions are:

  • experience - not less than 5 years;
  • age - 50 (men) and 45 (women);
  • pension coefficient not less than 30.

The legislative basis for pension provision in this case is laws No. 173-FZ, 166-FZ, and other legal acts. In total, two types of pensions are established today for "Chernobyl victims" - for disability and old age. Financial support for family members is also provided if there is a loss of a breadwinner. An old-age pension can be granted ahead of schedule to absolutely all citizens affected by the disaster at the Chernobyl nuclear power plant.

Persons who live in special areas of the Chernobyl zone, who have a social preferential status, can also count on a preferential pension. So, if they have at least 5 years of experience, then they can retire 12 months earlier.

To this is added one more year for 4 years of work / residence in the zone, but not more than three years. That is, such citizens can retire as early as 57/52 for men and women, respectively.

In addition, the amount of the pension depends on the status of the person living in the "Chernobyl" zone. After the accident, the entire contaminated area was conditionally divided into four zones:

  • Alienation - the area around the Chernobyl nuclear power plant.
  • Resettlement - voluntary resettlement is carried out from this zone to other, safer areas.
  • Resettlement rights - a zone less affected by radiation, but constantly monitored by specialists. After leaving it, citizens can also count on benefits.
  • Socio-economic - persons living on its territory are entitled to a preferential pension and other privileges from the state.

Who is eligible for early retirement?

The number of years for reducing the retirement age depends on the category:

  • Liquidators - persons who were directly involved in the elimination of the consequences of the explosion. The retirement age for them is reduced by 10 years, that is, men can go on vacation at the age of 50, and women - at 45. Additionally, this age can be reduced by 3 years if the applicant has experience (10 years for men and 7.6 years for women) at work according to the list 1. Citizens had to work at the Chernobyl NPP during the periods - from the date of the accident to 07/01/1986 any period, as well as from 07/01/1985 to 12/31/1986, at least 5 days.
  • For persons who have worked at least 2 weeks in 1987, the retirement age is reduced by 8 years. Additionally, it can be reduced if there is an experience (12.6 years / 10 years for a man / woman) according to list 2 for 1 year.
  • "Chernobyl" liquidators who worked in the disaster zone in the period 01.07.1986-31.12.1986 less than 5 days can leave work earlier by 5 years and further reduce this age if they have an experience of 12.6 / 10 years by 1 year.
  • If less than 1 month was worked in 1988, retirement is possible 5 years earlier.
  • Work for 2 weeks in a row in 1986 in construction and / or directly in sanitation stations entitles you to a reduction in age of 5 years.

The victims of the accident are also entitled to early retirement from work by category, on which it depends what kind of pension the "Chernobyl" of Russia will have:

  • Persons who were evacuated in 1986 from the "Chernobyl" zone, 10 kilometers from the Chernobyl nuclear power plant, retire 10 years earlier.
  • Those evacuated in the same year from other areas around the accident site can count on a pension 8 years earlier.
  • If a citizen lived or worked in the resettlement zone for at least 2 years before 1993, the age can be reduced by 4 years and additionally for each year of work / residence above the norm.

Calculation

The amount of pensions for "Chernobyl victims" in Russia in 2015 is as follows: from 01.04 of the current year - 11,922 rubles; in the event of the loss of a breadwinner, a family member is entitled to monthly payment in the amount of 8961.36 rubles (an increase is planned in 2016). For the loss of a breadwinner, a pension can be assigned only if the person claiming it is incapacitated - a pensioner, a disabled person, and so on.

Calculation of the size of the "Chernobyl" preferential pension in 2015 is carried out depending on the status of the breadwinner. A widow can receive for her husband 50% of the amount of the "Chernobyl" pension assigned to him. If the loss of the breadwinner (his death) occurred as a result of an illness directly related to the accident, then the state must pay the widow all the compensation, pensions and other payments due to her husband.

In some cases, the "Chernobyl" can count on two amounts of pension:

  • "Chernobyl" disabled people in Russia can receive pensions for both old age and disability;
  • family members of the liquidator or "radiator" (children, spouses) can also receive two payments: insurance and state.
