Two rectangular pieces of fabric equal to the length of the skirt (we have 100 cm), width - the width of the fabric, sew along the side seams, gather the top cut to a length equal to the girth of the hips + 4 cm. Sew the belt (ironed in the middle, lengthwise, and worked into a ring , strip of fabric). Insert an elastic band into the belt, like a drawstring, the width of the elastic is equal to the width of the belt. Finish the bottom of the skirt with a hem seam.
The second method is somewhat more complicated (a half-circle skirt with gathering at the waist), but it creates a very beautiful effect - the skirt turns out to be flowing, much wider at the bottom and less gathered at the waist. You will need a lot more fabric, but the result is worth it!
We cut the fabric into a spread. In our case, the width of the fabric is 140 cm. The length of the skirt is 100 cm. We set the length of the skirt from the upper right corner of the fabric along the transverse thread of the fabric. The remaining 40 cm is the radius of the circle - the waist line. Further, the entire construction is clearly shown in the diagram and will not be difficult.
The main difficulty that will arise when sewing a skirt is adjusting its length. To ensure that the skirt does not stretch out during wear, the skirt, which has already been finished along the side seams and the top edge, needs to be hung out for a day. That is, attach it to clothes hangers in a hanging position and leave it hanging. After this, trim the bottom line, focusing on the distance to the floor, putting it on a figure or mannequin. Hem the hem with a seam.
We suggest making a skirt consisting not of two quarters of a circle, but of three or four! Of course, this depends on the properties of the fabric and its thickness. The skirt will turn out gorgeous! 
The skirt lining is cut as one of the segments of the main skirt, i.e. a quarter circle. The length of the waist line on the lining should be no less than the circumference of the hips + 4 cm. First, we calculate the length of the skirt, taking into account its width along the upper section. Let’s substitute the known values into the formula (2*P *X)/4 = Hip circumference + 4 cm. And having solved the equation with one unknown - X (radius of the circle), we obtain the expected length of the lining skirt.
(2*3.14*X)/4=92+4
6.28X/4=96
X=61 cm - radius. With a fabric width of 140 cm, the length of the lining is 140-61 = 79 cm minus the increase for processing seams. Construction of the lining on the diagram. 
The length of the waistline on the skirt must be gathered to the size of the lining. Baste the skirt and skirt lining together, connecting the top edges. Next, apply a stitched belt with an elastic band, as in the previous case.
Tiered skirt
In order to sew a tiered skirt, we will need a pattern for the base of a straight skirt. 
Based on a pattern We outline the length of the upper part of the skirt (yoke) - 30 cm. Cut off the excess. The darts can be left, or they can be moved down by cutting from the bottom of the yoke to the top of the dart and opening the dart to the bottom. (You can also move the entire dart on the front panel to the bottom, and only part of the dart on the back, leaving ½ at the waist). 
Next, measure the length of the lower cut of the yoke and multiply it by 2. Because. Our pattern is in half size.
Cut out the next two tiers in the form of rectangles with a width equal to the length of the tier. The first rectangle is equal to the width of the fabric. Or, if you want to make the skirt fuller and the properties of the fabric allow it, calculate the length as shown in the figure.
The second rectangle (last tier) is two or one and a half times the width of the fabric. Or according to the diagram. 
The first tier, its upper cut, should be assembled to the length of the lower cut of the yoke. Connect.
Gather the second tier along the upper cut to the length of the lower cut of the first tier, connect together.
Finish the upper section of the skirt with a stitched belt with a length equal to the waist circumference. Side seam closure with a zipper. Seam the bottom of the skirt with a hem.
Wrap skirt
A wrap skirt is essential in your vacation wardrobe. Comfortable and beautiful at the same time. To sew it, choose flowing fabric, for example, silk, viscose, thin viscose silky knitwear.
For sewing, we will again need a pattern for the base of the skirt. 
First you need to move the darts to the bottom. And open their solution by turning the pattern pieces. See picture.

Let's mark the line of the skirt's wrap on the details of the front panel of the skirt in a spread.
Treat the upper section of the skirt with a belt equal to the length of the upper section of the skirt, insert cords made from fabric into the edge of the belt for ties around the waist. On the right side of the belt, make a welt loop for threading ties. Finish the bottom of the skirt with a hem stitch.

The skirt alone can be tied in five different ways!
Well, let’s move on to the “delicious” part - sewing! In fact, this is a very simple model and you can sew it even if the arms do not grow completely from the shoulders and are not at all straight)))
All you need is sewing machine who knows how to make a straight stitch and everything TWO measurements to create a pattern:
Waist\chest\hips
Skirt length
HOW TO CALCULATE SIZE:
The first size determines how we will wear the skirt:
- like a skirt (at the waist or hips)
- as a top, tunic or dress (above the chest)
The wrap of the skirt is 1.5 turns around the waist\hips\above the chest. We decide where most of the draperies will occur and choose our girth.
A little hint - we measure the circumference of the hips and the circumference of the chest - whichever is smaller, according to the size and cut)))
I have 85 cm above my chest and just below my navel (I wear skirts on my hips)
The second size – the length of the skirt – also determines how we will wear the skirt)))
- like a top (to the waist or to cover the butt)
- like a dress (above or below the knee)
- like a skirt (if above the knee, then you can also drape it in a top; if below the knee, you can also turn it into a short dress).
I have an underskirt 65 cm long, an upper skirt 52 cm. The difference in length is 13 centimeters. We determine the length of the skirts by eye and our taste, although it is not recommended to make a difference of more than 30 cm.
HOW TO BUILD A PATTERN:
To do this, we will need to convert our measurements from centimeters to millimeters, and the details we need are a sheet of paper, a ruler, a pencil and scissors.
1.Fold the sheet in half.
2.Fold the sheet in half diagonally.
3.And fold it diagonally again.
On the spread we get this “accordion” (for clarity, I also drew lines along the folds).
4.Fold the corrugated blank back and calculate the cutout.
We remember that our skirt has a wrap of 1.5 times. Take the first measurement (girth above the chest, waist or hips) and add another half.
For example, my 85 cm above the chest + (85:2) = 127.5
There are 8 sectors in the folded paper layout: 127.5:8 = 15.9 cm. Round up to 16 cm.
We measure 16 mm on the narrow part of the layout.
5.Measure the desired length of the skirt using the second measurement. At first I wanted to make the length of the underskirt as much as 80 centimeters, and then in the process I decided to shorten it.
6.Cut it out. The pattern layout is ready!
7.We build the pattern for the overskirt in the same way. You can use a separate piece of paper, or you can measure the required length directly on the same piece of paper.
HOW TO CALCULATE FABRIC CONSUMPTION:
Remember, our layout is in millimeters, then we will convert it to centimeters.
We attach the layout to the sheet, draw tangents, build a rectangle, and measure.
Repeat the same for the overskirt.
I got it like this: 125x250 - underskirt, 110x220 - overskirt.
In stores, you usually find fabric with a width of 150 centimeters, and chiffon (for the upper skirt) is just 110 cm. By the way, you can cut out ties from the remaining fabric of the underskirt, or choose a fabric that matches the texture and color (in the original carise, both skirts and ties from different fabrics).
WHAT FABRIC TO CHOOSE:
Optional! One point - with different draperies, parts of the skirt can be on both the front and back sides, so the sides should not differ greatly in color and saturation.
For example, for the petticoat I used a very thin chocolate stretch satin - it is soft, almost does not wrinkle, one side is matte, and the other is smooth and shiny, pleasantly cool - I chose this side to the body in most draperies!
For the overskirt - chiffon or viscose. We remember that either the front side of the fabric or the back side will be visible, so the pattern on the fabric should either be double-sided or not differ much in color intensity.
By the way, chiffon is translucent and practically does not differ from the front and back, and flutters beautifully from the slightest breath of breeze))
HOW TO SEW A KARIZA SKIRT:
A more complex version of cutting: from a paper model we build a pattern of real size (on tracing paper or on glued newspapers), unfold the fabric throughout the room, apply the pattern, pin it, and cut it out with pain.
The simplest option: because light fabric and thin, then we simply fold it in the same way as we folded the paper model before, measure it in real sizes and cut it out.
On the panels of the skirts, we sew the side sections with a hem.
If you are absolutely sure of the length of the future skirt, we hem the bottom (in the future it will be more convenient to sew further and the edge will not fray).
Be sure to iron all seams! So everything turns out like a factory and neatly!
From the remnants of the fabric we cut out a belt - approximately 3 meters long. During the test fitting, you will be able to twirl the skirt, understand the wearing options and shorten the length of the ties.
I used the same fabric for the belt as the underskirt.
You should not make a belt that is too narrow - it will twist when draping, and you will get tangled in the ties. A wide belt is also inconvenient - it will be difficult to hold the structure.
Two centimeters when finished is normal. We cut out the belt with seam allowances. If necessary, sew in the middle and iron.
We baste and then sew the belt to the skirt panels. Keep track of the front and back sides if they are different!

- overskirt (green) on the wrong side
Iron the cuts inside the waistband.
Sew the loose ends of the belt front side inside. We do this up to the side sections of the skirt panels.
Turn the belt inside out and iron it.
Match both seams of the waistband and each skirt to each other. We sweep so that the sections are inside the waistband. We sew and iron.
We make holes in the belt.
WHERE TO MAKE LOOPES:
In the original Kariza skirt there are three of them - one in the middle of the belt, and the second and third are located symmetrically on the sides.
We measure the circumference of the chest and hips - whichever is smaller, we try it on.
Like a normal girl, my breasts are smaller than my butt))
We wrap (wrap) the skirt tightly above the chest (or on the hips, if you are lucky, and the top is larger than the bottom) - where the panel ends, there we make a loop in the belt.
To control, consider how the drapery looks in the same position on the hips (or, if you are lucky, above the chest).
All that remains is to try on the new thing!
HOW TO WEAR:
There are a lot of pictures and diagrams on the Internet describing how to wind this skirt. I tried to drape in different ways - some were not long enough, some were weak, some were too revealing to even go to the ice cream stand.
I liked these options (it’s been proven that they hold up even with active movements/dancing/festivities). I took photos on a mannequin and on myself - you can see the drapery option from the front and back.

Making a one-piece skirt belt with ties.
Take a piece of non-woven tape to strengthen the seams, 89-93-97-101 cm long. Cut the tape into 2 equal parts. Along the longitudinal section of each part of the belt, departing 1 cm from the top, iron pieces of non-woven tape, starting from the middle of the back. Place the belt pieces right sides together and sew a middle seam (1.5 cm allowance). Press seam allowances.
Fold the belt with the panel summer skirt with the right sides and along the side reinforced with non-woven tape, pin to the upper cut of the panel. At the same time, the vertical edges of the skirt panel should be aligned with the ends of the non-woven tape; the middle seam of the belt is with the previously marked middle of the skirt panel. Fold each tie lengthwise with the right side inward, stitch the longitudinal sections, starting the stitching from the seam of the waistband, and sew inclined stitches on the short sections (Fig. 2.c). Trim off excess seam allowance. Unscrew the ties and turn the belt to the wrong side. Fold the cut of the inner part of the belt 1.5 cm and pin it into the stitching seam. On the front side of the product, stitch the belt close to the stitching seam, grabbing the inner half (Fig. 2, d).
