Chernobyl showed that civil defense must be able to respond to disasters that occur in peacetime, not only in war. And recently, when terrorist attacks have become frequent, the civil defense system has also taken over teaching people the right behavior in such situations.
In 1991, the government of the Russian Federation tried to unite all life protection services into a single structure under the control of the State Committee for Civil Defense, Emergencies and Disaster Relief, which three years later, in 1994, acquired its modern name - EMERCOM of Russia.
