The Government refrained from commenting on this issue. However, at the moment it was already required to give an answer. Too many false claims have appeared on this issue. The president himself did not rule out the possibility of changes, but he assured that they would not affect the term of service, but changes in the officer corps.

What kind of pension can an employee of the Ministry of Internal Affairs claim?

Talks in the government about increasing the length of service for police officers have been going on for a long time - since 2013, several options for changing labor legislation in this direction have been submitted to the State Duma for consideration. Overview of the bill to increase the length of service for employees of the Ministry of Internal Affairs

The explanatory note states that these changes are aimed at retaining valuable experienced personnel in the service, as well as in order to increase the amount of subsequent state support.

According to the bill, the total number of years required to receive a service pension will be 25 years. This applies to all power structures - military, police, drug control services and the Federal Penitentiary Service.

An employee of the departments listed above must have at least 20 years of service if he was dismissed due to:

Diseases;
recognition of unfitness for service by a special commission;
reaching the age limit;
as a result of the reduction.

This is a new item, it is included in part 1 of article 13 of law N 4468-1.

The good news is that the amount of the superannuation pension is also increasing. If now it is 50% of the allowance upon reaching 20 years of service (Article 14 of Law No. 4468-1), then with the adoption of the law it will be 65% of the allowance with a subsequent increase of 3% annually, but not more than 85% (in this part of the law does not change).

Article 14 will also be supplemented with a clause on the appointment of support for employees dismissed due to illness, incompetence and reduction after 20 or more years of service. They are entitled to a pension of 50% of the amount of allowance, with a subsequent increase of 3% annually.

The second section of the bill concerns only the military and amends the chapter of law No. 306-FZ “On the monetary allowance of military personnel ...”, it refers to a salary increase that increases with length of service.

The third section is devoted to the entry into force of the provisions of this document and applies to all categories of employees. It states that when employees of departments are dismissed before January 1, 2019, the conditions for receiving a pension under the previous version of the law remain, that is, 20 years of minimum service.

Types of pensions for employees of the Ministry of Internal Affairs

According to Art. 5 of Law No. 4468-1, employees in the service of the state have the right to choose what kind of pension they receive - according to the length of service or disability, if it occurred as a result of professional activity. In addition, employees of the department are also entitled to a regular pension. According to paragraph 6 of article 3 of the law of December 15, 2001 N 166-FZ "On state pension provision in the Russian Federation", they have the right to receive an insurance pension simultaneously with a specialized pension.

For this, the following general conditions must be met:
Age (60 for men, 55 for women);
length of service outside law enforcement agencies (in "civilian") - at least 9 years in 2018 and 10 years in 2019;

Entry into force of the bill

There is no word yet on an official date for the bill. The imaginary probability of abandoning the strategy of increasing the length of service until retirement should not cause great hopes. The budget cannot fulfill its obligations to support such a huge number of pensioners. Extending the service by increasing the length of service will allow, with the same number of employees, to reduce the number of retirees. Under the new project, it is proposed to increase the length of service from 20 to 25 years.

There is also a more critical scenario. A few years ago, a plan of law was prepared, gradually increasing the length of service to 30 years. Now we are not talking about it - you must first make sure that the chosen direction is effective. It is likely that the extension of the term of work by 5 years before retirement will solve the problem with the budget deficit in this industry.

Now they propose to increase the period of work for a number of the population:

  1. Persons in military service.
  2. Fire service personnel.
  3. Workers of the penitentiary system.
  4. Employees involved in the internal affairs bodies.
  5. Working in drug control agencies.

There have been no official announcements yet. So far, this is only first-hand information from people close to the legislature. At the same time, there is no direct connection with the general increase in the retirement age in Russia - the civil service industry has long been in need of changes.
